The investment bank(s) should be blamed!!! The big Wall St. firms peddled ARS as 100% safe and liquid, which it had been until suddenly it wasn't, lol. NY Atty. Gen. Cuomo (heir to Spitzer's legacy?) has subpoened these bad actors and I hope makes em pay up. JMHO
