With all due respect, IMO the big spike came after it was known there was a settlement.  And for those who are emphasizing the lack of action now, have you forgotten that we've gone from 30-something cents to over 50 cents in the last couple of weeks?

Check the 6-month chart - the PPS and volume, then and recent.
