Still do not see how an NDA can force the other party to sell licenses cheaper of faster than they would otherwise. IMHO the licenses are coming in at a faster pace because, if just one of them gets through the reexam, the cost of a license will escallate and the threat of legal action against all remaining infringers becomes very real.
