Swartz is not an insider as it is defined by the SEC.  However, Swartz could obtain inside information - probably easier than we can.  He can not make a trade based on any inside information he obtains.  If he does not have any inside info, he can buy and sell as much as he wants.  I'm thinking he is more inclined to SELL than buy LOL! 

I believe he was dumping after the DTV announsement.
