I can see why you might think that, but you have to keep in mind that only a tiny fraction of this ridiculous-size float is traded on a daily basis.
Ave vol (past 10 days) = 743K shares = 0.2% of the float traded per day, thus the mystery accumulator at best buys 0.1% of the float/day.
At this rate, and assuming that no-one else buys a single share, it would take over 4 months for mystery accumulator to hold (an SEC-accountable) 10% of the OS.
It is truly positive thinking on your part to suppose that the low PPS is resulting from deliberate and pre-meditated action on behalf of someone. I'm afraid I don't really share your optimism in this regard, and believe that we are where we are today due to a complete lack of deliberation and pre-meditation.
