Wondering if that blurb was also included to temper expectations about the amounts of the settlements.  IMO, it implies that concerns over the pending patent reform and its impact on licensing, may have incentivized TPL/PTSC to settle ASAP rather than chance that those changes might impact the lawsuits, even if indirectly.
