What are the infringers thinking now?

What would you do if you had to make the decision to license now or risk a future court battle? I would think TPL/PTSC has raised the bar a little bit with regards to the license fee. Do infringers hurry to license now or do they wait like us until April, to see what the J's actually paid in their settlement? Why wouldn't they wait?
