Lamberts, IMHO it is/was a material event, and PTSC cited the wrong sections, either inadvertently or intentionally to not call further attention to it.  I doubt the SEC really cares, frankly, no matter how much we investors may care.

As for the trading/buyback moratorium, FWIW it apparently began Nov. 1 (same date as the stay), per the last 10Q.  Seems pretty clear there is a connection to the settlement agreement.  Just MHO.
