They have always released info in the past when licenses were aquired.

Nothing has driven the SP up, not even the east Texas settlements.

So because of this could it be that they are building a stockpile of news to be released in April?

What if they were compiling, building a war chest of info to release in April during the year end release.

They need to drive this up and maintain higher SP's if they are going to another exchange or they need to merge with someone who is on an exchange.
