Maybe I'm completely out of touch (or Lou Dobbs is lying to me), but I thought that there is an ag guest worker program in place.

I might add that there are over 1,000,000 Mexicans granted citizenship every year. Perhaps what is needed is refinement of legal immigration to limit to people whose skills are really needed?
