Rare - I assume that a lot could have changed since TPL asked for $22 Million from Philips.  It's possible that the bargaining for a license starts high and is then pared down. 

I fear that everyone is expecting "$22 Million" from Philips, and if we don't get it, everyone is going to be running around like chicken little on Wednesday.  $10 or $15 Million isn't chump change isn't a bad quarter IMO.
