The USPTO employees have a lot of work to do. They are govt employees and do no get windfalls in options and bonuses.
So why should they bust their butts for trying to defend the patent.
Quite siimply they basically see if the patent objector has a reasonable argument for invalidating the patent.
At that point they say that they can spend the time to rebut the objector or they can pass that responsibilty to inventors.
My take is that inventor (or asignee) will be making millions so let the inventor dealwith this crapand I (USPTO employee) will go home and watch my kids soccer game.
If the inventor does a decent job of rebutting then great if not well then he only has himself to
blame.
