Don't stress too much about the small size of these settlements.

Keep in mind that these settlements were more than likely part of a more grand strategy used to manipulate the mind set of the J's.

While fiece negotiations were happening with the J's these settlements were being inked, kinda like fireworks in the background, used strategically to influence the bigger outcome.
