I belive that all it means is that TPL/PTSC can not bring the same claim again against the Defendants, while they have not lost the benefit of their counterclaims.

Please bear in mind that the case was closed(settled)with the Court retaining jurisdiction in the event of a default of the MOU.

It is nothing to worry about.
