I don't know that I agree with that interpretation because while BOTH plaintiff & defendants claims have been dismissed, PTSC/TPL's claims were dismissed WITH prejudice and NEC's were dismissed WithOUT prejudice.
You're the lawyer, but why would they have added the additional with with/out language if it weren't do differentiate the type of dismisals stipulated?
