I agree the process, once started, will have to finish. My point was that a settlement by the J3 would seem to indicate that upon viewing the direction the re-exam was heading, they saw little hope of getting any satisfaction from the PTO> Therefore, those speculators sitting on the sideline could feel more comfortable about jumping in, because settlement also means much of the risk, in regard the re-exam, is eliminated.
