Disagree....  im sure this settlement has been several weeks in the making if not months.

 TPL/PTSC probably dont release the news until they been paid.....  considering how long it takes companies to make decisions and act on it.... im sure Daewoo  agree intially several weeks back for the license..and just took time for the process....& payment.
