Example: When our day today (friday) started at 00:00, it was still Thursday in the US, EST, with six hours BEHIND the german time = 18:00 US, EST.

Thus we reach, for example 9.00am six hours BEFORE the US, EST, reaches 9.00 am the same day - and THUS it's LATER in Germany.

So your answer should have been: "Yes, it is. It is later in Germany."

;-)
