I'm definitely not the big OTC-expert, but this is not about the OTC-market, this is about business and THIS I know:

The negotiations have to be on maximum confidential level - so nobody could effort the tiniest leak, if both sides don't wish it.

And as I said and SGE1 confirmed: NONE of the license-prs we have heard so far, came with growing volume BEFORE.
