Would the Js settle without the 584 being included. They would

if they were assured that ARM was going to be one on the hook for all 584 judgements and/or settlement costs. There was a reason ARM jumped into the fray initially and it wasn't because the are great public servants. I believe they are contractly tied to protecting their customers from 584 and the Js are not really concerned about protecting ARM if they can get out at a reduced cost. JMHO
