Normally I would question, why Turley wasn't quoted in the Patriot pr, but at this time I see it as a very good sign, that he doesn't have the time (due to settlement talks& finalization?? M&A talks & finalization?) and told hawks to use the TPL-pr without a comment made by hiself.
