Suppose PTSC executed a reverse split of    1:100000  followed by an immediate forward split of 100:1 

And did not allow shares of less than 1 whole share fractional shares and paid for them in cash.

This way PTSC would clear out all holders of less than 100,000 shares and all other holders would have an effective 1:10 split.

Basically they would buy in all teh smaller shareholders and only the larger shareholders would remain.
