PACER -- nothing real new, but FYI

New doc on PACER, clarifying some things that can be under seal and what can`t. Just page number and line references, so can`t discern significance. But it isn`t the anticipated Judge Fogel ruling; this one`s a further order from Magistrate Lloyd, clarifying parts of his earlier, Feb 7 ruling.
