Proposals or motions to the court are always communicated that way in my experience.  Judges are not in the business of composing motions.  Defendants and/or plaintiffs are responsible for the writing of motions etc and the Judge simply rules on them. 

It's kind of like when that brain-damaged friend comes up to you and asks for a personal reference for a job, and you reply "go ahead and write something up and I'll think about signing it".  Something like that.  LOL
