I'm very sure that you're correct in describing the order of things.  I also think that we'll get another Pacer once the signing is done.

What the Pacers pertain to may be kept quiet, but I think we know.  As greeneyes explained yesterday, everything is not always public.  There are two different systems, one public and one private.  If something in the motions is sensitive material, we will not see the details just as we did not see any mediation information.
