I would imagine it is a ploy. Perhaps, they are using it to try to divide and conquer. Since, originally, PTSC and TPL were divided on this issue. Far fetched, but they could settle with Fish a lot cheaper than TPL and Patriot combined. Or, with either TPL,or Patriot. I don't think it will work, or could work legally, but tempations can be very strong.
