It's the 21st century and a global marketplace - all languages are accomodated!  It's probably just a boiler-plate little program to say "site under construction" to everyone that may care.  NetworkSolutions probably dedicates most of their effort to site construction/maintenance, so they probably use it all the time.

I admit I was a bit shocked when I got that old article published about the SHBoom on EarthWeb.  When published, it was available for reading in seven different languages!  And that was in 1999!
