They were in on the manufactruing sidefrom the onset,  as their history says:

"QUALCOMM started out providing contract research and development services, with limited product manufacturing, for the wireless telecommunications market. One of the team's first goals was to develop a commercial product. This effort resulted in OmniTRACS®. Introduced in 1988, OmniTRACS is today the largest satellite-based commercial mobile system for the transportation industry."

Of course today they are into all sorts of manufacturing themselves and with partnerships...and of course they own ....5,100...patents.

And ,recently, they've been found to infrige on 3 of Broadcoms patents and has asked for a stay fromt he ruling of banning the importation of their devices made overseas that could infringe on the Broadcoms patent rights.

One of those "what goes around comes around" things...some of the players in their field getting alittle even with their agressive nature when the Qualcomm patents were upheld.

Now, could PTSC get trghta aggressive with none licensees...for sure they could...go for injunctions and the whole ball of wax, but IMO they need at least one HUGE signing with repetitive dollars following through in the future years to do so. The "STREET" doesn't take kindly to non-repetitve revenue and without a biggie that's repetitive we'll will mire in a PPS that is way below what the intrinsic value of the stock really is and should be. JMHO
