A fairly simple formula could be used.

Number of infringing chips(a), multiplied by years of use(b),plus projected future volume(x), @ (y)cents per unit.

 

[(a x b) + x]y

 

For "First mover discount"

 

[(a x b) + x]y divided by [(a x b) + x]y

plus a couple of $million.

 

Obviously, when all 1st mover discounted places have been allocated and as subsequent licensees are smaller users, the above formula would still hold true.
