The only explanation I can come up with (well, two actually) is that since both Lincoln and Swartz are each regarded as "reporting parties", though their interests are combined, they cite the same exact 38M number for each. That is, each reporting party has the same to report. Does that make any sense? It is a strange way for them to do this though, which leads to my second possible explanation - an error, and that it should display them with both names and one number. Perhaps their program doesn't support a better display (would be hard to do in Word, but could be done with PowerPoint).
Groping for a reason....as I feel confident that their combined holding is 9.99%.
