At my last real job in Contracts at Raytheon (before that Hughes - same business), we averaged 350-400 new contracts every year (9 years while I was in that position). We never had more than 15-20 contract negotiators. And the negotiators were also Contract Administrators - they weren't just negotiating, they were managing literally thousands of ongoing contracts, many small ($50-500k) and some quite large ($500k-50M). ASSEMBLY LINE, with 98% of the effort merely exchanging paper (no face-to-face necessary). And those contracts were generally far more complex than a friggin' licensing agreement.
