You wouldn't necessarily find the distribution to TPL by PDS in PTSC's report - you'd find it in PDS's records, which, of course we never see. However, it's safe to assume that TPL is getting the same distribution that PTSC is getting. Therefore I doubt they have 23m in PDS's bank. My guess would be that it's closer to 6 or 7 million (2 times the net investment PTSC has made.
