The delay of reporting earnings is completely different to what I was refering in my prior post. In fact nothing illegal about that. I don`t believe PTSC is keeping the SP down on purpose by not reporting earnings so they can have an advantage to at buying more shares. This doesn`t make sense when the value of the company would increase with greater SP.

What I was refering to is direct collusion between MM`s and PTSC or its agents. This would be completely illegal on both sides. Again, I don`t believe for a second this is happening.
