TPL has clearly stated they are a licensor of technology not a litigator who is set on suing infringers. Leckrone has stated one time payments are their business plan. Things can and most likely do change as they proceed and negotiate in good faith with the infringers. Many of the companies we target probalby have an ``ongoing royalty`` program implemented in their system to handle patent issues with other companies. Possibly, TPL/Alliasence has learned that royalty tracking is not something they have to create or learn. They just get added to the infringing companies current program. This would be a good faith gesture to companies that want to settle, but don`t want to use or have the up front cash TPL/Alliasence is looking for. Things could change couldn`t they? Or maybe like the PR stated it really is ``as planned``.
