``pending board approval`` IMO, these few words in the pr are responsible for the lack of volume and share price appreciation. Most here probably have all the shares they can handle or afford. Putting out another familiar pr that shows no $$$ amounts and then goes on to say the deal is not official....is probably not going to attract many new buyers. In the OTC world, you always here of companies signing ``letters of intent`` that never come to fruition. So in essence many read this to say we have an agreement,but it is not a done deal yet. Will we get a pr when Seiko/ Epson board signs the agreement...probably not. No one will know for months when the filings come out so I feel many of those that are skeptical and the ``market`` are not yet assigning any real value to this ``pending`` license. So we wait.
