I used to work for the NASD in a prior life. I have direct knowledge that Utah is/was a hotbed for all sorts of stock shenanigans (see my earlier post). Outside of NYC, Utah (Western OTC Exchange hub) is a magnet for all kinds of shady operators..Personally investigated/convicted brokers of manipulation. This is a FACT!!
