I am not sure that this theory-if true- is necessarily a good or OK thing. It seems to me that -taking this to a logical absurdity- the only ones that benefit are those more nimble traders and those closer to the internal activity of PTSC/TPL. The rest of us schlubbs are being asked to sit tight while others unload assuming that we will go to our graves clutching our shares. I gotta beleive this is NOT what is happening here. Too many hedgies would sniff that kind of share price ferris wheel out and short the snot out of it at the peaks totally exacerbating the declines to the point that there would be little benefit the next time around. I am thinking it is more likely this filing is somehow in preparation for potential share buybacks in the event settlements are reached. JMO
