on a promotion list that it is `better to be selected and waiting to be promoted than waiting to be selected`. The same applies in my view to the J3 appealing to a higher court. I would much rather be waiting on their appeal with a favorable verdict in hand than waiting on a verdict. Let them appeal because that means they lost...
