I think Al stated that initial production, implying sales, would be limited to the U.S. What if a country wanted some of that limited supply, guaranteed. Perhaps the discussion is going something like this: "Pay us $200,000,000 now, and we will guarantee X number of patient years of insulin to you, Mr. President of Country Y, either now or upon approval as you deem prudent based on current information available regarding Afrezza."
Without that type of arrangement, countries outside of the U.S. may wait quite a while to see enough supply to make a dent in their country's requirements for the new treatment.
Maybe this 5 year old dream is just that, but it's keeps recurring every day.
