I can suggest the reason of such approach is to distinct a BMK SP behavior and expectations from the other RoF participants, especially NOT. This kind of game will position BMK as a competitor and an alternative to NOT in terms of investments/

This move makes sense if BMK is looking for PP or has something that big that they don't want to share with speculative players.
