I do believe it's fiction. That fellow who calls himself Cansec0 on SH ( versus the Canseco a lot of us are familiar with) posts regularly predicting halts. Soooooo.....I think it's absolute fiction, but then again, ya make a prediction enough times, sooner or later you'll be right!
