Let's emphasize that the word "may" is in the document to which Adamy supplied the link. It is a shelf offering and not a done deal. It just gives LAC the right to offer securities of different kinds, not the obligation to do so.
So, LAC did not "announce 1 Billion dollar fundraising.” They only are talking about the option of raising as much as 1 Billion USD through various security offerings and it is NOT a "done deal" in that respect.
