That sounds to me like a standard conduct of business of GS. I am sure, while evaluating the impact of their recent Lithium call, they surely knew, that some relatively minor penalty may happen.

One may feel good about the Justice winning, but it is just a show for retail. It is like me, getting a $5 fine for wrong parking. Unless of course the penalty would count in billions, but that will not be the case.
