It's probably the most logical explanation that the delays required the offering (and they anticipate additional delays because it'll take some time to get vaccines to Jujuy). Pre-COVID, they were hoping to be further along at C-O by this time, to the point where they could show potential partners that revenue can be generated there within a reasonable future timeframe soas to execute on Thacker more or less simultaneously. Now, COVID delayed C-O (people need to live and work in close proximity for that type of work), but not Thacker (most of this year's work could be done via Zoom or distanced and besides, it's Nevada where up until last week 250 people were allowed to gather, now it's 50). And so, they needed that cash from another source. JMHO
