It's funny, I worked in the federal government for 20 years as a finance clerk and government is so structured. So many regulations about how you can do things. I also have found that the best laid plans of politicians quickly get aborted when they talk to their civil servant advisors. Reality often steps in to what people want to do.

When I was at Univ studying Economics we had one exercise where we had to take different schools of thought and argue about how we would fix the economy.
