I have spoken to people involved in the negotiations from the First Nations side, and I am aware of why there was a delay (at least from their perspective), but I am not going to disclose it, I will leave it up to the two parties if they wish to do so. However, I will say that in my opinion it simply was a matter of negotiation, it resulted in a protracted negotiation, but that is all well behind us all.
