You can earn activity points by filling your profile with information about yourself (what city you live in, your favorite team, blogs etc.)
I suspect what is occuring is that they reset your Liberty forum post count to 0 and then when it again reaches a certain point (100 posts or whatever) the forum automatically grants you Hub Leader status.
