The U.S. Army 618th Engineer Support Company (Airborne) Using LRADs in Afghanistan

Situation: The 618th Engineer Support Company (Airborne) conducts route clearance operations throughout Regional Command Southwest. Commonly, route clearance patrols from the 618th ESC (A) operate in and around urban population centers. In high threat areas, densely populated with local national civilians, robust escalation of force procedures are of the utmost importance.

Problem: For a route clearance patrol, a significant gap exists in the escalation of force (EOF) tool bag between audio/visual signals and the use of signal flares. Audio/visual signals include directing a weapons system towards a threat, use of flags or VS-17 panels, flashing lights, and voice commands. The 618th ESC (A) has observed these methods to be ineffective. The local afghan populace is generally desensitized by these methods. After employing audio/visual signals, the next tool in the EOF kitbag are pen flares and then less than lethal 40mm rounds. These methods are not preferred and can cause harm to the local populace that is otherwise preventable.

Solution: The LRAD is a robust system to broadcast audible messages and warnings across the battlefield. Additionally, the LRAD can be deployed as a sonic weapon to generate pain inducing tones. These broadcasts are effective out to over 200 hundred meters, allowing the patrol to reach out and touch the civilian populace in a nonlethal manner. After implementing the system for 30 days, common situational uses include:

    a. IED Find/Strike: Following IED Strikes, route clearance patrols generally remain on the objective to conduct post blast analysis and recovery as needed. This makes the patrol a static target. The LRAD has been effectively employed to maintain standoff between the patrol and local populace, obviating the need for lethal measures.

    b. Urban Environment: The LRAD allows the patrol to message the local populace in densely populated urban environments, exhorting them to maintain standoff and warning them to avoid attempts to steal fuel/BII from patrol vehicles. In general, this method has been effective is reducing the impact of an urban environment on 618th ESC (A) patrols.

    c. Information Operations and Messaging: The LRAD allows route clearance patrols to employ embedded linguists to broadcast I/O messages concurrently with the patrol. The unit hopes to use this capability to build report and glean intelligence from Afghans.

Delhi Police Get New Tool for 'Sound' Mob Management

In the face of increasing protests, especially at the heart of the Capital, the Delhi police is going to acquire a new tool to control the mob. The LRAD or the Long Range Acoustic Device is a powerful public address system which can be amped up to 150 decibels to issue warm-natured warnings to 'good' and headache-inducing noise to 'bad' protesters.

"It is basically a powerful communication tool for crowd management during chaotic situations such as protests," said TN Mohan, special CP (operations).

Salisbury MD Police Department Purchasing LRAD

After using pepper spray to break up two large Salisbury University student parties in as many years, the Salisbury Police Department reviewed ways it could respond better to rowdy crowds, Chief Barbara Duncan said. The City Council gave preliminary approval to the department's request to spend nearly $40,000 in speed camera collections on a long-range acoustic device. The device would serve dual roles, Duncan said. It can send spoken or recorded messages across distances far greater than any bullhorn. That could be helpful during a mass evacuation induced by a hurricane or other natural disaster, she said.

The Salisbury City Council has given preliminary approval to buy a long-range acoustic device for the city's police department.

Just a few weeks ago, Salisbury police used pepper spray to disperse hundreds of Salisbury University students from a rowdy off-campus party that occurred on Hazel Avenue and Smith Street. But police believe a long-range acoustic device, also known as a sound cannon, would be another useful tool for crowd control.

LRAD Bringing Unprecedented Clarity, Range and Mobility to Emergency Warning Mass Notification

Public violence, bomb threats, natural disasters and other severe events have highlighted the urgent need for more effective community, base and campus emergency warning mass notification (EWMN) systems. The rise in incidents of mass violence adds to the significant challenges of government and law enforcement to maintain order and keep the peace. EWMN systems currently in use have critical gaps in coverage, particularly the absence of highly intelligible loudspeakers that can broadcast potentially lifesaving voice messages and instructions over large areas during an emergency event. In emergency situations, panic-fueled actions can lead to chaos. Using LRAD 360X systems to communicate highly intelligible messages and instructions can lead to safer, more orderly reactions, reduce panic and protect the public and emergency responders.

Municipal Guard in Brazil's Fifth Largest City Test LRAD

A 'sound cannon' was tested by Fortaleza's Municipal Guard during demonstrations on June 27th. Because of it's high power and clarity, the 'cannon' could be used mainly to communicate and negotiate with protesters at a distance of up to 1 km, according to Antonio Azevedo Filho, director of the Municipal Guard. Because of the 'cannon's' communications capabilities, the director says that the use of the (LRAD) equipment can prevent clashes between protestors and Military Police.
