IMO time will be needed to build railroad and mine to commence chromite shipping.  Once commenced suggest that it will take a number of years( to 2030) to ramp up to the 10 Mil chromite haulage as is indicated it would take until 2040 to get to the 24 million target.  But your point is well taken that more details as to the timeline should all the ducks are in a row.
