Main problem with that scenario is that it actually makes sense. In this govts are more likely to hinder than help, by making all kinds of hoops to be jumped through, by endless committees and consultations and hearings, delays and waiting for EAs and permits.
Can't actually see them (govts) blocking progress permanently, but expect delays.
Gravelle will have to learn to say those three letters at some point, when it is 'right'. Since 'right' is likely quite elastic this may mean something he can pretend to have actually done or facilitated.
